The Community Development Department is the section of the local government that provides the review functions of growth, improvement and sustainability of the infrastructure of a community. This includes planning, project development, standard development, enforcement and public records. The infrastructure includes the streets, alleys, easements and utilities on the public side and buildings and land use on the private side. The Community Development Department also provides staff liaisons to many citizens commissions and committees.

The City of Enid welcomes your business. In order to successfully start your business, a license may be required. Listed below are the various licenses required and issued by the City of Enid. The links provided should help you in identifying and obtaining the license(s) necessary for you to operate your business. This page is intended to provide you with preliminary information. All licenses are issued by and paid for in the office of the City Clerk, 401 West Owen K. Garriott Road, Enid, OK 73701. The following applications are available and may be downloaded for your use:

Alarm Permit

  • Initial Fee: $10.00
  • Renewal Fee: $10.00
  • Expiration Date: Annually on December 31.

Ambulance Company

  • Initial Fee: $250.00
  • Renewal Fee: $250.00
  • Expiration Date: Annually on June 30.
  • Other: Liability insurance required by ordinance.

Arborist (Tree Trimmer)

  • Other: Must obtain a grade of at least seventy-five percent (75%) on an examination administered by the Code Department to determine knowledge and experience to engage in the business as an arborist; Bond and/or liability insurance required by ordinance.

  • Renewal Fee: $5.00 per day or $25.00 per month
  • Expiration Date: Monthly renewal based on initial date of issuance.
  • Other: Photo ID and Oklahoma Sales Tax Permit required. Investigation of the applicant’s business and moral character will be conducted. Both the company represented and the solicitor must be licensed.

Taxicab Company

  • Initial Fee: $70.00 plus $30.00 for each public conveyance vehicle operated by the licensee

Commercial Sale Disclosure

A Commercial Sale Disclosure Request is a form we complete for the seller to attach to the sale of a commercial property. Please only submit the request when you have started the sale process on the property in question. Click on the request link below to complete your section of the application. You will only fill in the top section labeled requester information and then the owner information.

Landlord/Tenant Information

Did you know all dwellings are required to be structurally sound and all electrical, plumbing, heating, ventilation and other facilities in good and safe working order? The City of Enid is committed to the health, safety and welfare of its citizens. If you are a tenant and have concerns about the safety of your home or apartment we offer free home inspections to identify potential hazards and repair needs should they be detected. We are providing building, electrical, mechanical and plumbing checklists to give you an idea of the standards our inspectors will be looking for when they arrive to do their inspections at your project location. Please note these checklists are not all inclusive and are just a tool for you to use during your construction. If you have any questions always feel free to contact our office.

Demolition Permits

How do I obtain a demolition permit?

Permits are required when demolishing structures, additions or even when demolishing the interior of a location. Bonds are required for demolitions. If you are a company and will be doing a demolition you will be required to obtain a contractor's license. Below are the links to the information you will be required to provide.

Certificate of Compliance OMMA

Certificate of Compliance (Medical Marijuana)

A Medical Marijuana Certificate of Compliance (MMCC) is required by the Oklahoma Medical Marijuana Authority (OMMA) as part of the medical marijuana business license application for both new and renewal licenses. A medical marijuana business must comply with City codes relating to zoning, fire, waste, and specific building safety codes in order to receive a MMCC. Each type of OMMA license requires a separate MMCC application.

Payment is required at time of application. Plans and application will be reviewed for compliance of building codes, zoning and related ordinances. Fire, industrial waste, and construction inspectors will inspect the business location for compliance. Additional permits and inspections may be required before acceptance of your MMCC application.

A separate fee will be assessed for each MMCC type:

  • Dispensary - $150
  • Grow facility - $150
  • Processing facility - $150
  • Research facility - $150

We will contact you once the application is fully signed and ready to be picked up. If construction work at your business requires a permit, a licensed contractor will be required to perform the work and to obtain the necessary permits from the Code Department. The licensed contractor will also contact us when the work has been completed to request the necessary inspections.

Rezoning

Rezoning (Title 11: Chap.2)

Rezonings should be sought when a desired zoning use does not match permitted use as per the City Code. When seeking application for rezoning, conformance to the 2025 Comprehensive Land Use Map should be considered. Ideally, desired rezoning should be supported by the land use map. Those submitting application for PUD are strongly encouraged to meet with the Planning Administrator, Chris Bauer.

  • Application fee $150.00 plus a list containing the names and mailing address of all owners of property lying within 300 feet of the exterior boundary of the subject property as certified by a licensed and bonded abstracting company or title insurance company.
  • Due 30 days prior to MAPC Meeting.
  • Rezoning Application(PDF, 85KB)
    • This form is for Treatment Facilities, Multiple Family Facilities, Transitional Living Facilities, Halfway Houses, and any housing or facility that may be used for medical or non-medical detoxification.

Planned Unit Developments (PUD)

Planned Unit Developments (PUD) (Title 11: Chap. 10, Art. A)

The planned unit development is designed to provide for small and large scale developments incorporating a single type or a variety of residential, commercial, industrial and related uses, which are planned and developed as a unit with integrated design and function. Common land and preservation of open space should be an essential and major element of the plan which is related to, and affects the long term value of, the homes and other development. The purpose is to provide greater flexibility in the design of buildings, yards, courts and circulation, than would otherwise be possible through the strict application of the general zoning district regulations. A planned unit development shall be a separate entity with a distinct character in harmony with surrounding development.

  • Application fees $50.00 plus $2.00 per acre for underlying property zoned R-1, R-2, R-3, R-4, R-4A and R-5 plus a list containing the names and mailing address of all owners of property lying within 300 feet, or a quarter-mile for multifamily, of the exterior boundary of the subject property as certified by a licensed and bonded abstracting company or title insurance company.
  • Application fees $50.00 plus $5.00 per acre for all other underlying zonings plus a list containing the names and mailing address of all owners of property lying within 300 feet, or a quarter-mile for multifamily, of the exterior boundary of the subject property as certified by a licensed and bonded abstracting company or title insurance company.
  • Applications are due 30 days prior to MAPC meeting.

Commercial Incentive Overlay (CIO)

Commercial Incentive Overlay (CIO) (Title 11: Chap. 10 Art. E)

CIOs permit more intensive development of all or portions of commercially zoned parcels in order to promote land use patterns, site design, and building forms that are consistent with the city's land use policies. CIO can also be used to minimize hardships resulting from the application of other land use regulations, such as the Airfield Environs Overlay zoning regulations.

  • Application fees $50.00 plus $5.00 per acre plus a list containing the names and mailing address of all owners of property lying within 300 feet of the exterior boundary of the subject property as certified by a licensed and bonded abstracting company or title insurance company.
  • Due 30 days prior to MAPC Meeting.

Use By Review

Use By Review (Title 11: Chap. 14: 11-14-1)

Use by reviews are necessary when the desired permitted use is listed under "Use By Review" in the City Code for a particular zoning and only allowed after a planning commission approves the use in a a public hearing.

I-1 Development Plan

I-1 Development Plan (Title 11 Chapter 8 Article A)

I-1 accommodates a limited group of professional administrative, wholesale, retail, service, research and manufacturing uses, which may have unusual requirements for space, light, and air, and the operations of which are quiet and clean.

I-2 Development Plan

I-2 Development Plan (Title 11 Chapter 8 Article B)

This industrial district is intended primarily for the activity of light manufacturing, assembling, fabrication, and for warehousing, wholesale, and service uses. A development plan is required if the property abuts an arterial street or is within 300 feet of an arterial street.

I-3 Development Plan

I-3 Development Plan (Title 11 Chapter 8 Article C)

This district is intended to provide for heavy industrial uses and is therefore desirable that it be located in an area separate from residential and commercial uses. A development plan is required if the property abuts an arterial street or is within 300 feet of an arterial street.

Site Plan

Site Plan (Title 11: Chap. 11)

Site plans are needed as a precondition to the issuance of a building or occupancy permit when developing or establishing any residential land use consisting of more than one residential structure containing three (3) or more dwelling units, developing or establishing any commercial or public use, establishing or developing any convalescent, rest or nursing home; group home; room or boarding house that will house more than ten (10) residents excluding staff. Exemptions are permitted uses in A agricultural districts and their related accessory uses and structures; one- or two-family subdivisions or an individual three- or four-family dwelling; new occupancies or existing structures in the C-4 central business district zone; planned unit development, mobile home parks, and planned industrial parks; additions or enlargements of existing individual dwellings, unless the total number of units exceeds four (4) within a residential structure; Additions to existing nonresidential buildings or uses when such addition does not exceed five thousand (5,000) square feet or one-third (1/3) of the gross floor area of the existing building or use; any use permitted on a temporary basis for a period not to exceed six (6) months.

Community Development receives preliminary plat applications to be reviewed and presented to MAPC for consideration. MAPC reviews this submittal and makes recommendations, at which point a final plat may proceed to City Council for assessment.

Lot Split

Lot Split (Title 12: Chap. 3)

Lot splits are needed when ten (10) or less acres are being separated within the city limits or 3 miles past the city limits and within a quarter mile of a state or federal highway running through the county.
