The Utility Services Department is responsible for billing customers monthly for water, wastewater, storm water services and trash collection.

Responsibilities of the Utility Services Department

  • Reading all 19,000+ water meters monthly
  • Initiating new accounts and transfers
  • Finalizing accounts as customers move out
  • Reviewing unusual consumption patterns
  • Preparing and mailing bills monthly
  • Sending collection notices and disconnecting accounts for non-payment when necessary
  • Assisting customers with information about their bills, payment options, and information about charitable organizations that may provide additional assistance

Utility Rates

Water is measured in thousands of gallons and is billed monthly. Base rates cover the first 1,000 gallons. (Commercial base rates are calculated by meter size). Sewer and Sewer improvement rates are based on water consumption.

Policies and Forms

Utility Appeal Policy

Each customer has the right to question or appeal the billing or procedures of the Utility Services Department. The procedures for an appeal are as follows:

  1. The customer will contact the Utility Services Manager, either in person or by phone, and state their question or complaint. The Utility Services Manager will consider the appeal and make a decision based upon the information, policies, and ordinances of the City of Enid.
  2. If the customer is not satisfied, they may appeal to the Chief Financial Officer. The CFO will make a decision or explain what options the customer may have.
  3. The City Manager will hear any further complaint or appeal at this point. His decision will be final.

Home Inspection Policy/ Sale of Property

  • If the water is currently on, inspections may be made by the appropriate professional to fulfill the requirements of the real estate transaction.
  • If the water has been shut off, the agent or owner must contact the Utility Services Department prior to turning the water back on.
  • If the seller has a past due bill, this balance must be paid before the inspection can be completed.
  • Once the account has been reconciled, the Utility Services Department can turn on the water or give permission for a licensed plumber/inspector to turn on the water for the inspection.
  • Once the inspection has been completed, it will be necessary to either call the Utility Services Department and request that the service be shut off or have the licensed plumber/inspector turn the water back off.
