City Clerk

The Office of the City Clerk is responsible for maintaining official City documents (including ordinances, resolutions, contracts, deeds and easements), keeping minutes of City Council and Vance Development Authority meetings, advertising and receiving applications for various boards and commissions, publishing legal notices, and digitally archiving municipal documents.
The Office of the City Clerk processes all City revenues, including utility payments (water), payments for miscellaneous business licenses and contractors' licenses, payments for permits, special assessment payments, and daily deposits from other municipal departments.
We also issue home alarm system permits and garage sale permits, as well as licenses for Electrical, Mechanical, Plumbing and Roofing Contractors, and licenses for a variety of other business types.

To register your account online and take advantage of these self-service options, visit utilitybilling.enid.org. You will need the last six digits of your account number (your customer number) to register. This number can be located in the upper right-hand corner of your City of Enid bill.
Election Information
The City Charter provides that the Garfield County Election Board will conduct the City Elections and that the election laws of the State of Oklahoma shall supplement the City Charter, when necessary. The state law of Oklahoma provides for elections on the second Tuesday of February.
