Appointments to these boards are made by the Mayor and Board of Commissioners. Advisory Board Application

ADA Access Board

Advisory to the Mayor and Board of Commissioners with respect to Americans With Disability Act (ADA) accessibility issues.

Purpose

  • Makes recommendations concerning accessibility to the City of Enid;
  • Reviews, monitors and prioritizes ADA improvements made pursuant to the City of Enid's ADA Transition Plan;
  • Provides recommendations for periodic revision of the ADA Transition Plan;
  • Holds hearings and provides written findings on paratransit lift appeals.

Five members, three with disabilities residing in Garfield County, one at-large resident of the City of Enid, and one member designated by the City Manager of the City of Enid who has knowledge of the ADA.

Aviation Advisory Board

Advisory to the Mayor and Board of Commissioners on matters relating to the planning and development of Enid Woodring Regional Airport, and rules and regulations for airport operations.

Purpose

  • To keep informed upon all conditions relative to the Airport;
  • To make recommendations to the Mayor and Board of Commissioners, City Manager, and Airport Manager for the operation, maintenance, expansion and general welfare of the Airport;
  • To recommend to the City a long-range plan for the establishment and development of the Airport.

Board of Adjustment

The Board of Adjustment has the power to hear and decide appeals if it is alleged there is error in any order, requirement, decision, or determination made by an administrative official in the enforcement of any provision of the Zoning Ordinance. Upon appeal, the Board hears and decides special exceptions to the terms of the Zoning Ordinance upon which the Board is required to pass, subject to specific conditions in the Ordinance. Upon appeal, the Board authorizes, in specific cases, variances from the terms of the Zoning Ordinance that will not be contrary to the public interest, if, due to special conditions, a literal enforcement of the provisions of the Ordinance would result in unnecessary hardship and so that the spirit of the Ordinance is observed and substantial justice done.

CDBG Funding Commission

The City of Enid is an active participant in the Community Development Block Grant (CDBG), as an Entitlement Community, which is funded directly through the U.S. Department of Housing and Urban Development (HUD), and also recipients of other HUD funded grant programs. The CDBG is part of the Annual Consolidated Plan process for Housing and Community Development. The City of Enid has complied with Federal regulations by adopting a written plan for citizen participation. This committee is responsible for assisting the Mayor and Board of Commissioners with recommendations for the annual allocation of Community Development Block Grant (CDBG) funding, by following the Citizen Participation Plan approved and adopted by the City of Enid.

Purpose

  • Follow the Citizen Participation Plan approved and adopted by the City of Enid
  • Implement the following funding philosophy:
    • Fund project adequately to accomplish the objectives. Project must be completed within the contract period.
    • Projects that can be completed with little overhead, administration, or expenses taken out provide a better return on investment.
    • The number of people served and the primacy of the need addressed by the project should be considered.
    • The track record of the applicant is material. Past performance should be taken into consideration, if funding organization more than once in a lifetime.
    • Projects and activities must be an identified priority within the City of Enid's Five-Year Consolidated Plan.
  • Present recommendations to the Mayor and Board of Commissioners for allocations of the annual allotment of CDBG funds

Board Membership and Qualifications

Consists of six members appointed by the Mayor and Board of Commissioners, to include three commissioners and three at-large members. The at-large members should be of various backgrounds and represent a cross section of Enid residents.

Terms of Office

The terms of members shall be for three years, and members are eligible for reappointment to successive terms.

Construction Board of Appeals

Hears appeals of decisions and interpretations of the Code Official, and considers variances of the technical codes.

Board Membership and Qualifications

Nine members consisting of individuals with knowledge and experience in the technical codes, specifically as follows:

  • One registered design professional who is a registered architect;
  • One registered design professional with structural engineering experience, or a building contractor;
  • One building contractor, or a member from the building industry;
  • One registered design professional with electrical engineering experience, or a licensed electrical contractor;
  • One licensed electrical contractor, or a licensed electrical journeyman;
  • One registered design professional with mechanical experience, or a licensed mechanical contractor;

Dr. Martin Luther King Holiday Commission

Coordinates efforts with other organizations to promote the ideals and goals of Dr. Martin Luther King, Jr.

Purpose

  • To plan and organize a yearly comprehensive tribute to Dr. Martin Luther King, Jr.;
  • Promotes diversity, equality, and education consistent with Dr. King's dream, work, and legacy; and the need to continue the struggle against racial discrimination and poverty.

Environmental Enforcement Board

Purpose

The duty of the Environmental Enforcement Board is to hear appeals from the decisions made at administrative hearings. These appeals will be conducted as trial de novos. Written findings will be made at the conclusion of each hearing and deliberations will occur in executive session.

Board Membership and Qualifications

(1)   The Environmental Enforcement Board will consist of the following persons:

         (a)   The City’s Code Official;

         (b)   The Director of Engineering Services;

         (c)   Two representatives from among the significant industrial users; and

         (d)   A resident member.

(2)   The Chairman of the Board will be the Director of Engineering Services.

(3)   Each significant industrial user may designate a representative to serve on the Board on a rotation basis. The representatives will be placed on a rotation list, and two industrial representatives will be called to serve for each hearing. If the representative’s industry is before the Board when its representative is called, that representative will be skipped and the next industrial representative will be called to serve. The rotation list will be kept by the Chairman of the Board, and the Chairman will be in charge of developing the rotation system.

(4)A resident member is to be appointed by the City Council after the City Clerk has advertised for residents of the City to apply if they are interested in serving on the Environmental Enforcement Board. The qualifications for the resident member are that they reside within the city limits and have an interest in environmental matters, and are not an employee or principal of a significant industrial user. The term for a resident member is three years, and said member serves at the pleasure of the City Council.

Public Library of Enid and Garfield County Board of Directors

Reviews, develops and adopts library policies that affect patrons, public service and the availability of services for residents throughout Garfield County, and develops long-term planning for the library, including collection development, special programming, technology, infra-structure, and the Enid Foundation Library Endowment Fund.

Seven members, six who are residents of the city of Enid, and one member who is a resident of Garfield County, but does not reside in the city of Enid, and is nominated by the Garfield County Commissioners.

Enid Public Transportation Authority (EPTA) Advisory Board

Advisory to the General Manager of the Enid Public Transportation Authority as to the transportation needs of residents that are sixty years old or older.

Responsibilities

  • Reviews the statistics on the number of older Americans utilizing the transportation services of the EPTA and the category of the rides provided;
  • Provides input on the EPTA registration process and the forms used;
  • Reviews the satisfaction surveys of older Americans utilizing the EPTA transportation services;
  • Gives input to the General Manager as to the transportation needs of older Americans, particularly those that are low-income, in the greatest social and economic need and have disabilities or medical conditions that could negatively impact their mobility and contribute to their isolation.

Board Membership and Qualifications

Three individuals appointed by the EPTA Trust Manager. The board must have a majority of members that could qualify for assistance from the Area Agencies of Aging, pursuant to the Older Americans Act of 1965. Members cannot be City employees, Trustees of the EPTA, or be employed by an organization that receives grant funds for older Americans.

Fire Civil Service Commission

The Fire Civil Service Commission is created by Charter for the purpose of carrying into effect and enforcing the provisions of the civil service laws of the Fire Department of the City of Enid. Additionally, the Fire Civil Service Commission provides uniformed fire employees with a quasi-judicial process for hearings on appeals concerning disciplinary actions, examination and testing, and other related issues. The Commission also enforces all rules for the classification of officers, places, and employments in the Fire Department, and for appointments and promotions therein and examinations thereof.

Five members, four who are citizens of Enid, and one who shall be a member of the Enid Fire Department and act as secretary to said Commission.

Historic Preservation Commission

Charged with establishing a local historic preservation program, integrating historic preservation into local, state and federal planning and decision-making processes, and identifying, evaluating and protecting historic resources in Enid.

Kaw Lake Funding Oversight Committee

The City of Enid has developed the Kaw Lake Water Project to ensure the long-term availability of water to the residents of the City of Enid as well as other municipalities, rural water districts and other water customers. An election was held to approve a new sales tax and the extension of a current sales tax to fund the Kaw Lake Water Project, and the Kaw Lake Funding Oversight Committee was created to allow for the oversight over the expenditures of the sale tax monies collected.

The Committee will be responsible for:

  • Ensuring the proceeds of the sales tax monies are spent in accordance with the ordinances governing these taxes;
  • Provide any recommendations to the Mayor and Board of Commissioners, as needed, through written report;
  • Report to the Mayor and Board of Commissioners with an annual progress report by June 30 of each year.

Board Membership and Qualifications

Eight members, appointed by the Mayor and Board of Commissioners. The Committee shall be comprised of one representative of the City Commission appointed by the City Commission, one at-large representative appointed by the Mayor, and six representatives to be appointed, one from each ward by the respective Commissioner.

Terms of Office

The Commissioner and the Mayor's appointee shall serve one (1) year; the Ward 1, Ward 3 and Ward 5 appointees shall serve two (2) years; the Ward 2, Ward 4 and Ward 6 appointees shall serve three (3) years.

Meadowlake Golf Advisory Board

Advisory to the City Commission on matters relating to the promotion and operation of Meadowlake Golf Course.

Purpose

  • To develop funding for the operation and maintenance of the Golf Course;
  • To review operating hours to maximize utilization of the Golf Course;
  • To provide input and guidance concerning issues at the Golf Course, such as rental agreements, pooled or shared resources, and future renovations;
  • To provide ongoing monitoring or services provided by the Golf Course and recommend adjustments as needed;
  • To report and make recommendations to the City administration and Mayor and Board of Commissioners, as needed, on matters relating to the promotion and operation of the Golf Course.

Board Membership and Qualifications

Five members comprised of the following:

  • One representative from the Meadowlake Men's Golf Association;
  • One representative from the Meadowlake Women's Golf Association;
  • One Meadowlake golfer who has demonstrated playing at least 30 rounds of golf per year;
  • Two at-large members.

Metropolitan Area Planning Commission

Reviews and makes recommendations to the Mayor and Board of Commissioners regarding development related issues.

Purpose

The Metropolitan Area Planning Commission (MAPC) is responsible for reviewing and recommending to the Mayor and Board of Commissioners, various development proposals which include changes in zoning designation, subdivision plats, and site development plans. MAPC also reviews proposed changes to the development codes of the City, and establishes long-range development policies for the City and urbanized areas outside the City.

Qualifications

Eleven members comprised of the following:

  • Five members who, for a period of three years or more immediately preceding their appointment, are residents of Enid, and shall hold no other municipal office except those expressly provided for by state law;
  • Four members appointed by the Board of County Commissioners, who cannot be residents of any incorporated city or town.
  • One member from the Mayor and Board of Commissioners
  • One member from the County Commissioners

MAPC Jurisdiction

Park Board

Makes recommendations to and assists the City of Enid in the planning and operation of all parks owned and operated by the City.

Purpose

  • To serve in a capacity of advice and assistance to the City of Enid in the planning and operation of all parks owned and operated by the City;
  • To advise and recommend plans for the development of parks;
  • To advise with respect to the overall coordination of the park program;
  • To inform and instruct the public on matters involving City parks;
  • To promote the use of parks both by individual initiative and recreational programs as appropriate.

Board Membership and Qualifications

Eight members, seven of whom are residents of Enid, and one representative from the Mayor and Board of Commissioners.

Police Civil Service Commission

Created by Charter, the Police Civil Service Commission enforces all rules for the qualification of officers, places, and employments in the Police Department of the City of Enid, and for the appointments and promotions therein, and the examination thereof. The Commission is also designated to hold hearings on written charges filed against officers of the Enid Police Department and pass their findings to the Chief of Police.

Five members who are citizens of the city of Enid, one of whom shall be a member of the Enid Police Department and act as Secretary to the Commission.

Public Arts Commission of Enid (PACE)

The Public Arts Commission of Enid (PACE) was created to develop guidelines and standards for the selection, display, and maintenance of art, and to acquire, by purchase or donation, works of art which shall become the City of Enid's collection.

Seven members, up to six from the public at large, appointed by the Mayor and Board of Commissioners, and one who is a member of the City Commission.

Tree Board

Created to develop a written plan for the care, preservation, planting, removal or disposition of trees and shrubs on public property, the Board assists in disseminating news and information to the public regarding the selection, planting, establishment and maintenance of trees, and advises the Mayor and Board of Commissioners on desirable legislation concerning the tree program. About Us

Our Mission
To beautify the greater Enid area by planting trees and to create urban forestry awareness through education.

Services Provided to Our Community
Enid Loves Trees is a non-profit entity dedicated to planting, preserving and promoting Enid’s urban forest. With the generous support of volunteers and donors, we plant primarily along streets as well as on public property.

Description
The purpose of the City Tree Board is to formulate a master street plan for all municipal property. The Board assists in disseminating news and information regarding the selection, planting, establishment, and maintenance of trees and to advise the City Council on desirable legislation concerning the tree program.

Qualifications
The Tree Board consists of five members and shall include: The Parks Project Coordinator; A City Manager designee; three at-large residents.

Schedule of Meetings:
The Tree Board meets on the second Tuesday of each month.

Vance Development Authority

A Public Trust, the Vance Development Authority was created to support and undertake all reasonable efforts to maintain and improve the relationship between the citizens of Enid and Northwest Oklahoma and military and civilian personnel engaged in the military mission(s) at Vance Air Force Base; and,

  • To continue all reasonable efforts to maintain and expand quality facilities at Vance Air Force Base by engaging in an ongoing program to ascertain the needs of the military at Vance and by obtaining public and private funding necessary to meet those needs;
  • To undertake all reasonable efforts to expand the mission of the military at Vance by ascertaining and obtaining military, business and industrial opportunities that have or will become available as a result of the implementation of BRAC recommendations;
  • To do all things reasonable and necessary to comply with the purposes of the Vance Development Authority as set out in its Trust Indenture.

Board Membership and Qualifications

Thirteen trustees comprised of the following:

  • One trustee shall be the Mayor of the City of Enid;
  • One trustee shall serve as a trustee of the Garfield County Industrial Authority;
  • One trustee shall be the Director of the Enid Regional Development Alliance;
  • One trustee shall be the President and CEO of the Greater Enid Chamber of Commerce;
  • One trustee shall be a representative of one of the entities of Higher Education that serve college students in Enid;
  • One trustee shall have retired honorably from service from a branch of the U.S. Armed Forces;
  • One trustee shall serve as a director of officer of a hospital located within the corporate limits of the City of Enid;
  • One trustee shall be a licensed realtor with a business office located within the corporate limits of the City of Enid;
  • Four trustees shall be appointed from the public at large;
  • One trustee shall be a person that has completed at least a two-year term as Mayor of the City of Enid;
  • One trustee shall be a representative of Autry Technology Center;
  • One trustee shall be a representative of the Independent School District No. 57.

911 Board

Oversees the operations of the County-Wide 911 Enhanced Emergency Telephone System.

Purpose

At least once a calendar year and before September 1st of each year, the Board shall establish the fee to be collected monthly by the local exchange telephone companies for the subsequent year. This fee is not to exceed the amount approved by the voters, that together with any surplus revenues, will produce sufficient revenues to fund the 911 System as outlined in 63 Okla. Stat. Sec. 2815(D).

Transportation Policy Board of the Chisholm Trail Metropolitan Planning Organization

The Chisholm Trail Metropolitan Planning Organization (CTMPO) is the federally designated Metropolitan Planning Organization (MPO) for the Chisholm Trail Urbanized Area, as defined by the 20** U.S. Census. Any urbanized area or contiguous urbanized areas, as defined by the U.S. Census Bureau, containing a population of greater than 50,000 are required to have an MPO. An MPO is a planning agency established by federal law to assure a continuing, cooperative, and comprehensive transportation planning process takes place that results in the development of plans, programs, and projects that consider all transportation modes and supports the goals of the community.

Responsibilities:

The CTMPO is federally mandated to provide comprehensive transportation planning for the Chisholm Trail Metropolitan Transportation Study Area. Federal regulations establish various requirements MPOs must address during the transportation planning process:

Moving Ahead for Progress in the 21st Century Act (MAP-21) was signed into law on July 6, 2012. MAP-21 creates a streamlined, performance-based, and multi-modal program to address challenges such as improving safety, maintaining infrastructure, reducing traffic congestion, improving efficiency of the transportation system and freight movement, protecting the environment, and reducing delays in project delivery. MAP-21 enhances the transportation planning process incorporating performance goals, measures, and targets into the process of identifying needed transportation improvements and project selection.

In addition to incorporating performance-based criteria, MAP-21 continues the processes of SAFETEA-LU requiring MPOs to consider eight specific factors in the development of transportation plans and programs. These include:

Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; Increase the safety of the transportation system for motorized and nonmotorized users; Increase the security of the transportation system for motorized and nonmotorized users; Increase the accessibility and mobility of people and for freight; Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; Promote efficient system management and operating; and Emphasize the preservation of the existing transportation system.

The Transportation Policy Board (TPB) is the final approval authority for transportation planning. The Board reviews and approves the overall work program and makes policy determinations concerning the transportation plan and the transportation improvement program. The functions of the Policy Board include the following:

Develop and maintain a comprehensive transportation planning program in conformance with Section 134 and 49 U.S.C.

Develop and approve all policy procedures for transportation planning in the LMA

Review and approve the Transportation Plan and the Transportation Improvement Program (TIP)

Ensure that established Public Involvement Procedures are carried out appropriately for all major transportation activities

Establish and revise the metropolitan area boundary as required by law

Prepare certifications

Review and approve UPWP.**

Review transportation plans and studies
Make recommendations to the Transportation Policy Board
Review transportation issues at the request of the Policy Board
Develop and review the UPWP
