The Engineering Department provides quality, cost effective engineering and construction inspection services to assist in the construction and maintenance of public property. This department coordinates and provides a broad range of technical and engineering support to various City departments.

Services include: engineering, planning, design, project management, and construction management for municipal infrastructure and facilities.

Permits

Excavation Permit

A permit will be required if the grade of the land is changed more than 12” (1 foot).

City of Enid Code, Title 10, Chapter 2, Section 10-2-1 Filling Land or Raising Grade.

The fee is $0.01 per cubic yard, with a minimum of $5.00.

Please submit the following information:

  1. Name, address, and telephone number of developer
  2. Provide a drawing showing:
    • Location of project
    • Street names/legal description
    • North arrow
    • Existing and proposed contours at 2’ intervals
    • Arrows showing where water enters and leaves site – existing and proposed
    • If pond, show cross sections
  3. Provide quantity of excavation or fill in cubic yards.
  4. Show existing and proposed 100-year storm event flows if changed.

Right of Way Permit (Driveway/Sidewalk/Other)

    • Street names/legal description
    • North arrow
    • Width of proposed driveway
    • Size of proposed culvert
    • Distance from driveway to property line
    • Distance from driveway to nearest cross street right-of-way
    • Distance from driveway to water meter
  3. Contractors must have a Certificate of Liability Insurance with the City of Enid as a Certificate Holder on file with the City of Enid.
  4. Cost of Permit - $35.00 per driveway

Floodplain Encroachment Permit

To comply with Floodplain Management Regulations and to minimize potential flood damage, if you are building within an identified Special Flood Hazard area, a Floodplain Encroachment Permit(PDF, 2MB) must be obtained.

Sidewalk Partnership Program

On April 7, 2009, the City of Enid's Commission passed and approved this Residential Sidewalk Repair Partnership Program (City Code 7-1-6) in order to provide residential property owners an economical and efficient means of repairing or replacing existing sidewalks in residential areas. The City manages the design and construction necessary to repair qualifying sidewalks. Qualified residential property owners may partner with the City for a 50/50 cost share of the repairs.

Qualifications

  • Property must be located within City limits
  • Property shall have been developed with sidewalks, or the properties on either side of the subject property have or have been developed with sidewalks
  • Property owner(s) shall agree to all terms and conditions
  • Property owner(s) shall provide matching funds prior to construction.
