NOTICE OF PUBLIC HEARING

REGARDING AMENDMENT OF THE FY26 ANNUAL ACTION PLAN OF ACTIVITIES FOR HOUSING AND COMMUNITY DEVELOPMENT STRATEGIES TO BE SUBMITTED TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

Notice is hereby given that the City of Enid (City) proposes to adopt a Substantial Amendment to the FY26 Community Development Block Grant (CDBG) Annual Action Plan. A public hearing regarding the Substantial Amendment will be held during the Regular Meeting of the Enid City Commission on Tuesday, September 1, 2026, at 6:30 p.m. in the City Commission Chambers located in the City Administration Building, 401 W. Owen K. Garriott Rd, Enid, OK.

In compliance with 24 CFR Part 91 and the City’s Citizen Participation Plan, the City shall amend the approved Annual Action Plan anytime there are changes or revisions within the original budget allocation exceeding the greater of $25,000 or 25% of the original budget for all projects approved within the Annual Action Plan or to fund a new activity not previously identified in the Annual Action Plan or Consolidated Plan. A substantial amendment is classified as a change in the purpose, scope, location, or beneficiaries of an activity.

The purpose of this amendment is to reallocate $157,300 in unexpended CDBG funds from program years 2023, 2024, and 2025 to the Community Development Support Association, Inc. (CDSA) to cover a shortfall for the Monroe Apartments rehabilitation project located at 532 S. Monroe, which will add 14 one-bedroom apartment units to Enid’s housing inventory upon completion.

The proposed Substantial Amendment to the FY26 Annual Action Plan is available for review at the following locations:

The City of Enid encourages citizen participation and is initiating a 30-day comment period, which will begin on August 8, 2026, and end on September 7, 2026. Federal law prohibits housing discrimination based on your race, color, national origin, religion, sex, family status, or disability. If you have been trying to buy or rent a home or apartment and you believe your rights have been violated, you can file a fair housing complaint.
