City Attorney Carol Lahman Announces Retirement After Years of Dedicated Service

 

ENID, OK (March 13, 2025) – The City of Enid announces the retirement of long-serving City Attorney Carol Lahman, effective June 2025. Lahman, who has dedicated decades of service to the City, has played a crucial role in shaping and strengthening Enid’s legal framework.

Lahman first moved to Enid in 1988 to serve as Assistant City Attorney and was later appointed City Attorney and served in that capacity until May 2009. She returned to the position in July 2017 and has since continued to provide her expertise and leadership in municipal law.

Throughout her tenure, Lahman has been instrumental in numerous legal and policy initiatives that have positively impacted the community. In the 1990s, she established a juvenile court system that included a drug court, providing alternative pathways for young offenders. She also helped negotiate contracts with important service providers like Oklahoma Gas & Electric (OG&E), Oklahoma Natural Gas (ONG), Optimum (formerly Suddenlink), Dobson Fiber, and Blue Peak Fiber Internet.

She also played a pivotal role in facilitating the public safety sales tax, which continues to provide essential funding for the Enid Fire and Police Departments. Additionally, she was actively involved in the development of the city’s animal welfare facility and the Vance Air Force Base expansion projects. Over her tenure she has served eleven mayors and worked with seven city managers, five police chiefs, and four fire chiefs.

Lahman’s legal expertise has gone beyond Enid, as she has also worked with other cities in Oklahoma, including Del City, Miami, and Carmen. With experience in both city government and private practice, she has been a respected leader in her field.

Reflecting on her career, Lahman stated, “Most of my career has been dedicated to municipal law, and I have truly enjoyed serving the City of Enid. It has been an honor to work with so many talented professionals and a joy in assisting residents with their concerns.”   

As the City of Enid prepares for this transition, Lahman has committed to assisting in the transition to ensure continuity in the City’s legal affairs.
