How to Participate

This meeting is designed to give the public a meaningful opportunity to comment on the draft plan before adoption. You do not need to read every chapter to participate.

1. Review

Read the executive summary or explore the parts of the draft plan that matter most to you—such as street safety, sidewalks, trails, transit, freight, or regional connections.

2. Attend

Join the September 29 public engagement meeting to hear an overview of the plan, the needs identified, and the proposed long-range priorities.

3. Comment

Share your questions, experiences, and recommendations during the meeting or through the public-comment options listed below.

4. Stay Involved

Follow the review and adoption process, including the anticipated 30-day community review period after the Policy Board considers the draft.

The plan at a glance

What Is the 2050 Metropolitan Transportation Plan?

The Metropolitan Transportation Plan, or MTP, is CTMPO’s long-range transportation framework for the Enid metropolitan area. It looks ahead to 2050 and helps regional partners make coordinated, data-informed transportation decisions.

What the plan does

The draft plan helps guide future transportation priorities and investment decisions across the region. It considers all travel modes, including:

  • Roadways, intersections, and traffic operations
  • Street, bridge, drainage, and other infrastructure preservation
  • Safety and emergency-response needs
  • Public transportation and mobility services
  • Sidewalks, trails, bicycle facilities, crossings, and ADA accessibility
  • Freight, rail, and regional connectivity
What the plan does not do

The MTP is not a construction contract or a guarantee that every identified improvement will be funded or built. Individual projects must still move through additional planning, engineering, environmental review, public involvement, agency coordination, and funding steps.

How public input is used

Public comments are considered alongside transportation data, documented conditions, project needs, available funding, technical analysis, and the plan’s goals and policies. Input can help CTMPO understand local experiences and priorities related to safety, mobility, accessibility, transit, walking, bicycling, freight, and other transportation needs.

Draft plan focus areas

What the Draft Plan Identifies

The draft 2050 MTP identifies transportation needs and long-range priorities intended to support a safer, better-connected, more reliable, and more accessible transportation system.

Safety

Continue data-driven evaluation of crash trends, intersections, roadway conditions, crossings, and the needs of all people using the transportation system.

Reliable Infrastructure

Maintain and reinvest in streets, bridges, drainage, traffic-control systems, sidewalks, trails, and other existing transportation assets.

Mobility and Connections

Improve transportation choices and connections among neighborhoods, schools, parks, employment centers, commercial areas, public services, and regional destinations.

Regional and Freight Access

Support dependable regional travel, freight movement, rail coordination, and access to major employers, educational institutions, and other key destinations.

The draft plan is a transportation plan. It is intended to guide transportation planning and future investment decisions; it is not an economic-development or commerce plan.

What happens next

Anticipated Review and Adoption Process

The following dates are anticipated and may change as the draft is finalized and the public-engagement process is completed. Updates will be posted when available.

  1. September 29, 2026

    Public Engagement Meeting

    CTMPO will explain what the plan is, what the planning process found, the transportation needs identified, and the recommended long-range direction. Residents and stakeholders will have an opportunity to provide comments.

  2. After the public meeting

    Draft Plan Is Finalized

    The consultant team will document and consider public input, complete remaining report items, and prepare the draft for committee review.

  3. Anticipated October 7, 2026

    Technical Committee Recommendation

    The Transportation Technical Committee will review the draft and is expected to consider a recommendation to the Transportation Policy Board.

  4. Anticipated October 14, 2026

    Policy Board Review and Community Review Period

    The Transportation Policy Board is expected to consider the draft for release into a 30-day community review and comment period.

  5. Anticipated November 4, 2026

    Technical Committee Adoption Recommendation

    The Transportation Technical Committee is expected to consider recommending adoption of the final 2050 MTP.

  6. Anticipated November 11, 2026

    Policy Board Adoption

    The Transportation Policy Board is expected to consider adoption of the final CTMPO 2050 Metropolitan Transportation Plan.
