Planning, Review, and Public Process

Current Process: Zoning Change Request

The current process concerns a request to change the zoning designation for the identified property. The City’s review of this request will follow applicable zoning procedures, public-notice requirements, and hearing processes. A decision on the zoning request is not a decision to approve a specific data center development.

Potential Future Development Process

If a developer is identified and a specific development proposal is submitted in the future, it would undergo separate review. Depending on the proposal, this may include development planning, site-plan review, technical and infrastructure studies, development agreements, utility review, permitting, public meetings, and other regulatory processes.

Potential Infrastructure Considerations

Electricity

Project representatives have described an on-site power-generation facility intended to serve potential campuses. Details regarding interconnection, fuel supply, emissions controls, reliability standards, permits, and oversight remain subject to project design and applicable review requirements.

Water

Project representatives have stated that they intend to pursue use of raw water from the Kaw Lake Pipeline rather than groundwater. Any water use would be subject to available supply, infrastructure capacity, contracts, permits, and applicable local, state, and federal requirements.

Fiber and Backup Power

The related Patriot Utility District concept has been described as including hardened power and fiber infrastructure that could support backup-energy needs at Vance Air Force Base. Specific design, ownership, operational responsibilities, funding, and approvals have not been finalized.

Community Considerations

The City’s review of the zoning request and any future applications will consider applicable land-use policies, municipal services, infrastructure, transportation, public safety, water resources, utility systems, environmental compliance, and other relevant factors.
