A zoning decision does not approve a data center

The City Commission approved a zoning change for this property only. It doesn’t authorize building or operating a data center or any other specific development. Any future proposal needs its own application and public review. See how development review works.

What the applicant asked for

The application asked to change the property’s zoning from “A” Agricultural (General) District to “I-3” Industrial (Heavy) District. The property lies within the Enid corporate limits.

The application form states the proposed use in these words:

Heavy industrial use, which may include data center and associated support facilities. No electric generating facility is proposed on this property.

This is one of three applications filed together. The North Campus asked for “I-3” Industrial (Heavy), and the West Campus transition tract to the east asked for “I-2” Industrial (Light). Each had its own boundary, ownership list and public notice. All three were approved Oct. 27, 2026.

Where the property is

The property is the Southwest Quarter of Section 16, Township 22 North, Range 6 West, in Garfield County. The applicant’s area map shows it east of South 16th Street and north of East Rupe Avenue.

A small residence tract at the southwest corner is not part of the rezoning. The applicant states it doesn’t own that land.

Legal description, as filed

The Southwest Quarter (SW/4) of Section Sixteen (16), Township Twenty-two (22) North, Range Six (6) West of the Indian Meridian, Garfield County, Oklahoma, LESS AND EXCEPT a tract beginning at the Southwest corner of said Southwest Quarter, thence North 183 feet, thence East 187 feet, thence South 183 feet, thence West 187 feet to the point of beginning.

SAVE AND EXCEPT the excepted tract described above, which is not owned by the applicant and is not included in this request.

Future land use plan

When the application was filed, the Envision Enid Future Land Use Plan showed most of the property as “Agricultural and Open Space,” with a “Green Network” corridor in the northwest corner. The applicant’s exhibit states that corridor matches the FEMA special flood hazard area and that no development is proposed within it.

On Oct. 27, 2026, the City Commission amended the plan to designate the two “I-3” tracts, including this one, as Major Industrial Production. Green Network and floodplain protections stay in place.
