This isn’t a City of Enid statement
The project representative provided this release. The City of Enid isn’t the developer, owner, operator, investor or project representative for Project Thunderbird. The City’s role is to review and act on applications as required by law, and it doesn’t take a position for or against the project.
What the release says
The release announces Project Thunderbird as a data center and power corridor initiative by Plainsmen Holdings, LLC. It describes the company as a partnership of Enid natives Jason Singer, Aaron Singer, Chad Dillingham and Troy Phillips.
According to the release, the proposal covers about 1,735 acres across four campuses in Enid. It describes on-site power generation of up to 3.3 gigawatts through a partnership with a natural gas midstream provider, and a related Patriot Utility District to support backup energy needs at Vance Air Force Base.
The release states that the project would use raw water from the Kaw Lake Pipeline with closed-loop cooling, and that it would generate new revenue for schools and City services. It includes quotes from Dr. Marcie Mack of the Enid Regional Development Alliance, Mike Cooper, identified as the City’s military liaison, and the project’s principals.
What has happened since
Plainsmen Holdings, LLC, filed three rezoning applications on Aug. 27, 2026, covering two of the four campuses described in the release. On Oct. 27, 2026, the City Commission approved those rezonings and a related plan amendment.
Those decisions changed zoning only. No application for a data center, power plant or other specific development has been received. See the decision and timeline.
