Event Details

The City of Enid invites the community to save the date for the Kaw Lake Water Treatment Facility Ribbon Cutting Ceremony on Friday, August 21, 2026, in Enid, Oklahoma.

This milestone event will celebrate the completion of the Kaw Lake Water Treatment Facility, a major investment in Enid’s long-term water future. The facility is an important part of the Kaw Lake Water Supply Program and represents years of planning, coordination, construction, and partnership.

The ribbon cutting will mark a significant achievement for the City of Enid and the surrounding region. This project was made possible through the work and support of many organizations and individuals, including local, state, federal, tribal, public, and private partners. Together, these groups helped move the project from planning to completion with the shared goal of strengthening Enid’s water supply for current and future generations.

The City of Enid recognizes the many people who contributed their time, expertise, resources, and leadership to help make this project a reality. The completion of the Kaw Lake Water Treatment Facility reflects a collaborative effort to support public infrastructure, community growth, and reliable water service.

Dress Code

Attendees should avoid wearing high heels. The ceremony will take place at a water treatment plant, where the flooring has openings and uneven areas that could make walking in heels difficult. Comfortable, closed-toe shoes or flat footwear are recommended for safety.

David Mason, Mayor

Mayor David Mason has called Enid home since 2006. A former educator and insurance district manager, he holds degrees from the University of Central Oklahoma and Southwestern Oklahoma State University.

David has served in numerous community leadership roles, including Enid Rotary President and District Governor, 911 Board, Metropolitan Area Planning Commission, CASA Board, and Ward 6 Commissioner. He and his wife, Melanie, have five sons, two daughters-in-law, and two grandsons.

MuraliKumar Katta-Muddanna, Director of Engineering

Murali has been a part of the City since 2005. He is the program administrator for the  Kaw Lake Water Supply Program, oversees $15-$20M in capital improvement projects, and has been instrumental in initiating and implementing the GIS system, project engineer for the new Water Reclamation Facility, as well as project engineer for the Pedestrian Trail Projects, Water Wells Rehabilitation/Construction, Elevated Water Storage Tank, and many other projects.

Michael Graves, COO, Garver

A lifelong Oklahoman, Michael Graves serves as the Executive Vice President and Chief Operating Officer for Garver, a multidisciplined engineering firm. Prior to becoming COO, Graves served as the Central Region Director for the firm’s Water Services Team for many years. Michael also served as the original Kaw Lake Water Supply Program Manager and continued in this role through the Design and Procurement phases of the Program.

David Burkhart, CEO, Garney

David Burkhart is Chief Executive Officer (CEO) of Garney and is based in its Kansas City headquarters. As CEO, he establishes a clear vision and direction for the company, leads long-term strategic planning and growth, develops and manages the overall company structure, and oversees the executive team. He’s worked for Garney for over two decades and has served as CEO since 2023.

Julie Cunningham, Director, OWRB

Julie Cunningham has served with the Oklahoma Water Resources Board since 1994 and currently serves as Executive Director. An Oklahoma City native and Oklahoma State University alumna, she leads the agency’s efforts in water resource planning, development, and infrastructure financing.
