PRIDE IN ENID ASSISTANCE PROGRAM
Program Proposal:
CDSA proposes to
utilize $22,000, ($11,000 per year for two years), of proceeds generated by a no longer active HOPE III program
to provide a supplement to the existing Pride in Enid Program's efforts to rally community volunteers,
organizations and others to assist in the clean-up of private property owned and occupied by very-low
to moderate income individuals and families
It is
the intent of the Pride in Enid Assistance Program to step in when no other source of assistance is available.
The source of funding will be used to address situations that do not qualify for the CDBG Emergency
Repair or Barrier Removal programs or other local, state, federal or private funding or in-kind sources
of assistance. The use of program funds will be limited to only those items specified by the
Coordinator of the Pride in Enid Program on the client application.
Program qualification
and procedures:
Participant
and activity qualifications will be as follows:
Owner-occupied properties only.
Participant family income shall not be in excess 80% of the current median income for Enid as defined by HUD.
The coordinator of the Pride in Enid Program shall provide, and sign, a detailed written
description of the work the Pride in Enid Assistance Program is being requested to address.
Pride in Enid Assistance Program participants shall submit completed application along with
all required support documentation to the CDSA housing coordinator for review and approval.
CDSA will construct work write-ups, collect bids, execute contracts, etc as per normal CDBG
procurement procedures.
Upon completion of any project, CDSA, the owner, and the coordinator of the Pride in Enid shall inspect
and approve the work prior to final payment being released to the contractor.
CDSA will retain ten (10) percent of each project contract amount as project delivery costs.
CDSA will report monthly to the CDBG Administrator on the status of the program, number of
applications approved and denied, reasons for any denials, status of approved projects, total
amount of funds expended and committed.
