Joan RileyJoan Riley began her career with the City of Enid in 2000 when she came to work as a Staff Accountant. She has held the positions of Treasury and Budget Manager and Interim Director of Finance before taking her current position as Assistant City Manager in 2010. For several years she has worked closely with long range strategic planning including economic and retail development, branding of Enid, intergovernmental relations, and the overall fiscal health and welfare of the City of Enid.

Joan serves as Chairman of the Oklahoma Municipal League Legislative Committee, is a member of the Oklahoma Citizens Academy, and the Oklahoma Municipal Town Hall. On the national level she is a member of the National League of Cities Military Communities Council.

Joan grew up in West Texas where she met Mike, her husband of 37 years. They have lived in several cities both small and large including New Orleans, La, Texarkana, TX, Eloy, AZ, and Blackwell - Ponca City- and Covington, Ok before coming to Enid in 2002. Mike and Joan have 4 grown children and 8 grandchildren.
